Since the 18th of June 2009 the Ministry of Education, Research and Innovation approved a set of working procedures in order to process the application files of the foreign citizens coming from other countries than the EU ones, willing to study in Romania.
Therefore, this year, in order to receive the study acceptance letter, the files which are deposed at the University or at the Ministry have to get a notice from the University where the candidate wants to study.
In this context, a set of recommendations was elaborated regarding the admittance of the foreign citizens coming from other countries than the EU ones for the BA, MA or PhD programs.
Also, the admittance of the EU citizens in the BA, MA or PhD programs is made in similar conditions to the Romanian candidates’ admission. In order to equalize the study diplomas the University or the EU candidate has to address the National Centre for Diploma Recognition and Equivalence, a specialized department within the Ministry of Education, Research and Innovation.

Recommendations for the non-EU citizens

The recommendations and the procedures aim at the non-EU citizens willing to study or continue their studies in Romania.
The non-EU citizens can become students of the Romanian national education system if:
1. they have documents attesting their citizenship as non-EU citizens
2. they have the qualification attested by study documents
3. they filled in the application within the given period of time
4. they have the Romanian institution’s accept (where they want to study)
5. they chose a higher education institution and an accredited specialization
and if
1. they have passed the skill tests organized for art, sport or architecture education
2. they pass the PhD admittance exam

Selection criteria

Within the process of non-EU citizens’ admission to the Romanian education institutions, the following selection criteria will be taken into consideration:
1. the eligibility conditions
2. the candidate’s academic activity within the field he applied for
3. the education institutions’ offer
4. in case the candidate’s application cannot be honored by the University he applied for, the Ministry of Education, Research and Innovation reserves its right to propose the candidate another institution of similar profile, according to the Romanian education institutions’ availability

Admittance

Preparation period
The non-EU citizens join the graduate or postgraduate programs after graduating from a period of preparation when they assimilate the necessary Romanian language knowledge as well as specific knowledge connected with the profile of their future studies (anatomy, physics, chemistry, technical drawing, etc.).
The duration of the preparation period is 1 academic year for the BA level and, at least, 6 months for the MA, PhD or for the residency.
The following categories are an exception from the procedure of presenting the preparation period’s graduation certificate:
a. students or graduates of the mandatory education system
b. the persons having Romanian study documents or the ones presenting documents of studies in Romania (at least 4 years in a row)
c. the ones taking the Romanian language test according to the legal regulations

PhD studies

The candidates for the PhD program can be MA graduates or BA graduates with 4, 5 or 6 years of studies. The PhD studies last for 3 or 4 years and at the end the graduates have to present their PhD thesis and they get the PhD diploma. The PhD admission exam is organized by each university.
The application file consists of:
- the request for getting the Acceptance Letter, filled in properly and in 2 copies
- the study documents (the BA/MA diploma or equivalent) in copy and legalized translation to certify that the person has the necessary skills for that particular cycle of studies
- the transcript of the records in copy and legalized translation
- the birth certificate in copy and legalized translation
- a copy of the passport
- the medical certificate (in an international language) stating that the candidate suffers from no contagious diseases nor other health problems incompatible with the future profession.
These documents must get the legalization visa from the Romanian embassy in the candidate’s home country or the Hague apostil (if necessary).
Application procedure
The candidates will send the application file directly to the University where they want to study. The University will send a copy of the candidate’s file to the Ministry of Education, Research and Innovation, together with the temporary agreement. The files have to get to the Ministry of Education, Research and Innovation by currier before the 10th of January 2010. The files of the Algerian, Egyptian, Indian, Iranian, and Malaysian, Nigerian or Pakistanis citizens will be deposed exclusively at the Romanian diplomatic missions of the above mentioned countries. But these countries citizens already studying in Romania and willing to continue their studies will have to depose their files at the University where they want to study. The University will issue a temporary agreement. The Ministry of Education, Research and Innovation will give the Acceptance Letters based on the University’s acceptance and on the file’s analysis not later than the 18th of January 2010. The Acceptance Letters will be transmitted to the universities or to the Romanian diplomatic missions. The matriculation will be done according to a schedule set up by the university. In order to be matriculated the candidates will have to present the documents of the application file in original together with the Acceptance Letter and the passport having the “study” visa on.

The non-EU citizens can become students in Romania without passing an exam based on their study documents, by supplementing the number of places given to the Romanian citizens.
The application file must have the following documents:
- request for Acceptance letter, filled in properly, in two copies
- study documents in copy and legalized translation certifying that the person has the quality to become a student of the chosen profile
- transcript of the records in copy and legalized translation and the study curricula for those who need the study equalization
- birth certificate in copy and legalized translation
- copy of the passport
- medical certificate (in an international language) certifying that the person applying for the studies does not suffer from contagious diseases or other sicknesses incompatible with the future profession.
These documents have to get the authenticity visa from the Romanian Embassy from the candidate’s country of origin or the Hague apostil (if necessary).
Application procedure
The candidates will send the application file directly to the University where they want to study and they will get a temporary agreement. In order to get the Acceptance Letter the University will send a copy of the candidate’s file to the Ministry of Education, Research and Innovation, together with the temporary agreement. The files have to get to the Ministry of Education, Research and Innovation by currier before the 24th of August 2009 (in case of the Universities having as deadline for the matriculation the 1st of October 2009) or before the 19th of October (in case of the Universities having as deadline for the matriculation the 20th of November 2009). The files of the Algerian, Egyptian, Indian, Iranian, and Malaysian, Nigerian or Pakistanis citizens will be deposed exclusively at the Romanian diplomatic missions of the above mentioned countries. But these countries citizens already studying in Romania and willing to continue their studies will have to depose their files at the University where they want to study. The Ministry of Education, Research and Innovation will give the Acceptance Letters based on the University’s acceptance and on the file’s analysis. The Acceptance Letters will be transmitted to the universities or to the Romanian diplomatic missions not later than the 1st of September 2009 (in case of the Universities having as deadline for the matriculation the 1st of October 2009) or the 26th of October 2009 (in case of the Universities having as deadline for the matriculation the 20th of November 2009). The matriculation will be done according to a schedule set up by the university. In order to be matriculated the candidates will have to present the documents of the application file in original together with the Acceptance Letter and the passport having the “study” visa on.

MA level

The candidates for the MA program can be graduates of the BA level with 3, 4 or 6 years of study or graduates of the BA level or with equivalent diploma with 4, 5 or 6 years of studies.
The MA studies last for 1,5 or 2 years and at the end of the program the MA students have to sustain a dissertation in order to get the MA diploma.
The application file consists of:
- the request for getting the Acceptance Letter, filled in properly and in 2 copies
- the study documents (the BA diploma or equivalent) in copy and legalized translation to certify that the person has the necessary skills for that particular cycle of studies
- the transcript of the records in copy and legalized translation
- the birth certificate in copy and legalized translation
- a copy of the passport
