Norms regarding the Scholarships
Chapter I
GENERAL TERMS
Art. 1 The present Norms have been issued upon the basis of art. 7 stipulations (5), (6) and (7), art. 60, stipulation (4), and art. 170 of the Education Act No. 84/1995, re-published, with subsequent amendments, and Government Resolution 558/1998
Art. 2 The University of Art and Design of Cluj Napoca grants scholarships and social aids to its students from the higher education cycles of bachelor and master.
Art. 3 The stipulations of the present norms are not applicable for the students registered at the university doctoral studies (doctoral students), regardless the nationality, nor for the Romanian ethnic or foreign students, as these categories of scholarships are ruled by a national special education.
Art. 4 At the University of Art and Design of Cluj Napoca, the students registered as Romanian citizens with the permanent residence in Romania, who accomplish the conditions set hereto can benefit from scholarships and social support.
Art. 5 Graduates with bachelor degree who follow a second specialization or the students re-registered can benefit from the State Budget scholarships provided that the number of years they benefited from a scholarship does not exceed the number of years of study corresponding to the specialization they are to benefit from the scholarship.
Art. 6 The students who follow two specialization at the same time can only benefit from a State Budget scholarship at one of the institutions, provided that the total number of the years they benefit from the scholarship does not exceed the number of years of study corresponding to the length of schooling at the specialization they are about to benefit from a scholarship.
Art. 7 The condition to maintain the scholarship in the second semester is to comply with all the conditions stipulated in the plan of studies (exams, midterms, and reviews) for the first semester.
Art. 8 Scholarships which are lost by the students who do not pass all the exams, shall be granted at the beginning of the second semester to other students from the same department, upon the basis of the average mark obtained in the previous year of study.
Art. 9 The paid tuition students with the annual general mark of 9,00 (nine,00%) can request a scholarship from the University’s own funds.
Chapter II
TYPE OF SCHOLARSHIPS AND RELATED CONDITIONS
Art. 10 The students of the University of Art and Design of Cluj Napoca, from the unpaid or paid tuition (from the own funds), can be granted the following categories of scholarships:
- excellence bursaries
- for studies
- social support
- occasional social support
Art. 11 The State Budget funds for the excellence bursaries, studies scholarships and social support scholarships can be distributed to the University of Art and Design of Cluj Napoca by the Ministry of Education, Research, and Innovation, in proportion to the number of students at the regular form of studies (bachelor and master university studies).
Art. 12 The specific criteria for granting the scholarships, as well as the monthly value of each scholarship shall be established at the beginning of each semester by the Faculty Council, function of the budget allowances and other financing sources, and shall be approved in the Senate meetings.
Art. 13 Faculties, represented by the Faculty Councils, distribute the scholarship funds on specializations and years of study, in direct proportion to the number of students at the regular form of studies.
Art. 14 In order to establish the value of the three categories of scholarships, the study scholarship shall represent the benchmark for the other scholarships. The value of the excellence bursary shall be 25% major to the value of the study scholarship. The value of the social support scholarship shall be 25% minor to the value of the study scholarship.
Art. 15 In case that the funds allocated to the three categories of scholarships are terminated, the departments of the University shall support the students in critical material situation by involving them in micro-production contracts, executed in the laboratories of its departments (the students shall benefit from a percentage of the turnover).
Art. 16 Age, gender, religion, race, ethnic group, political orientation of the applicant or his/her family cannot represent criteria in granting the scholarships.
Art. 17 Social support scholarships shall be granted to the students from State education institutions, upon request, depending on the parent’s / legal representatives’ material condition, as well as on the education results.
Art. 18 Excellence bursaries, study scholarships, and social support scholarships shall be granted for the period of the academic year, in accordance with the education plan, the structure of the academic year, except for holidays.
Art. 19 In case that the students who benefit from the scholarships are both parent orphans, or if they come from family placement, or suffer from TCB and are recorded in the medical units, suffer from diabetes, malignant diseases, severe malabsorbtion syndromes, chronic renal insufficiencies, bronchial asthma, epilepsy, congenital cardiopaties, chronic hepatitis, glaucoma, severe myopia, immunologic maladies, or are infected with HIV or suffer from AIDS, stiffening spondylitis, or acute articulation rheumatism, the scholarships shall be granted for the holidays periods.
Chapter III
CRITERIA REGARDING THE SCHOLARSHIPS GRANTING
Art. 20 The scholarships are granted to the students registered in the current academic semester, in accordance with the criteria stipulated in the present Norms, and within the funds availability.
Art. 21 The excellence bursaries and studies scholarships are granted to the students of the University of Art and Design of Cluj Napoca, regular form of studies, depending on the results, in the strict decreasing order of the average grades, within the limits of the allocated funds. Social support scholarships shall be granted upon request, depending on the parents’ /legal representatives’ material condition.
Art. 22 The students who attended integrally the university activities in accordance with the education plans, in accordance with the criteria set by the Senate of the University of Art and Design of Cluj Napoca can be awarded scholarships within the limit of the distributed funds.
Art. 23 The excellence bursaries shall be granted to the students who obtained average grades between 10-9,80 in the previous year within the limit of 10% from the fund allocated to that department. For equal average grades the complementary results shall be taken into account, besides the plans of studies. The excellence bursaries shall be revised at the beginning of the second semester function of the results; the students who graduate integrally the winter session and obtain excellent grades shall benefit from. The students in the 1st year cannot benefit from excellence bursaries.
Art. 24 The study scholarships are granted to the students who obtained average grades between 9.79 – 8.00 in the previous year, within the limit of the fund allocated to that department in proportion to the number of students registered in that year. The students who do not range in the 10% percentage dedicated to excellence bursaries, are still eligible for study scholarships. The students in the 1st year can benefit from study scholarships in the 1st semester as the sole criteria is the average grade at the admission exam. The study scholarships are to be set at the beginning of the 2nd semester function of the results obtained at the exams in the first semester.
Art. 25 The social support scholarships shall be granted from a 10% of the global fund of the University dedicated to scholarships to the students with critical material condition.
The order these scholarships are granted shall be established in accordance with the smallest incomes, as proved by documents. In compliance of the Government’s Resolution No. 558/1998, the social support scholarships shall be granted to the students who passed all the exams:
a) who comply to the stipulations of art. 10 letter r) from the Law No. 42/1990, re-published, upon the basis of the certificate delivered by the Commission of Enforcement of Law no. 42/1990, attesting they or their parents have the status of “Combatants for the Victory of the Romanian Revolution from December 1989” or „Martyr Hero” – with any of the mentions: wounded, arrested, wounded and arrested, distinguished for heroic acts, with the brevet signed by the president of Romania;
b) orphan students, who come from orphanages or family placement, who do not earn any incomes;
c) students suffering from TCB and are recorded in the medical units, suffer from diabetes, malignant diseases, severe malabsorbtion syndromes, chronic renal insufficiencies, bronchial asthma, epilepsy, congenital cardiopaties, chronic hepatitis, glaucoma, severe myopia, immunologic maladies, or are infested with HIV or suffer from AIDS, stiffening spondylitis, or acute articulation rheumatism;
d) students whose family has not earned in the last three months a monthly average income per family member higher than the minimum salary in the Economy.
Art. 26 University senates can grant from their own incomes other social supports, in accordance with their own criteria and regulations.
Art. 27 The social support scholarship can be granted on occasional basis, at the minimum value, established by the Senate of the University, regardless the acceptance of the student for other categories of scholarships, such as:
a) occasional social support scholarship for clothing, which can be granted to orphan students, socially unflavoured students, students coming from orphanages, students coming from family placements, students whose families have not earned monthly incomes per family member minor than 75% of the minimum salary in the Economy in the last three months.
Art. 28 This category of social support scholarship can be granted to the same student twice in an academic year:
a) occasional maternity support scholarship, granted to the student whose spouse do not earn other incomes apart from the scholarships, consists in a birth and labour scholarship and a scholarship dedicated to acquire the new-born clothes;
b) occasional social support scholarship in case of decease can be granted for a the decease of a student’s family member(spouse, child) or in case of the student’s decease, single or married, with a spouse who do not earn any incomes. The amount granted in case of decease shall be established by the office of the Senate of the University.
Art. 29 The application files for a social support scholarship must include the following documents:
a) for orphan students:
standard form;
copy of the birth certificate or identity card;
copies of the decease certificates of the parent(s) or a certificate attesting that the student comes from an orphanage or family placement;
documents attesting the incomes earned by the students who apply for the social support scholarship;
attestation documents (issued by the city hall) regarding the incomes earned from the exploitation of the student’s personal properties (net incomes from the exploitation activities of agriculture lands, forests, rents);
attestation documents (issued by the Tax Authority) regarding the net incomes earned from authorized activities;
b) for the students who apply for medical scholarship:
standard form;
copy of the birth certificate or the identity card;
medical certificate issued by a specialist physician, with the visa of the family physician of the student and the physician of the students’ clinic where the students of the University of Art and Design of Cluj Napoca are assigned;
c) for the students with monthly average incomes per family member minor to the minimum gross salary in the Economy:
standard form;
copy of the birth certificate or identity card;
copy of the marriage certificate, if applicable;
attestation documents regarding the net incomes earned in the three months by the student’s parents, both students, in case of families of students;
attestation documents regarding the students who apply for the social support scholarship;
attestation documents (issued by the city hall) regarding the incomes earned from the exploitation of the student’s personal properties (net incomes from the exploitation activities of agriculture lands, forests, rents);
attestation documents (issued by the Tax Authority) regarding the net incomes earned from authorized activities;
copy of the identity cards of the other family members, of the family members under legal support, and attestations for each of them, attesting their maintenance status (i.e. pupils, students up to 26 years old, descendants with disabilities)
Art. 30 The files for the social support scholarships (including the occasional scholarships) shall be presented within the established term.
Art. 31 The Council of each faculty shall approve the creation of a faculty commission for the assessment of the application files and concede the scholarships.
Art. 32 The analysis and assessment commission shall be composed, as a norm, of the dean, the heads of departments, chief-accountant, legal advisor, chief-registrar.
Art. 33 The commission has the following responsibilities:
a) distribute the funds for each specialization;
b) establish additional criteria to grant the scholarships, which must not be in contradiction with the present norms;
c) assess the documents in the application files;
d) check the compliance with the allocated funds;
e) propose other sources for financing the scholarships;
f) analyse and resolve the contestations.
Art. 34 The students who followed the courses of a foreign university by the Socrates program, shall have the score recognized in compliance with the resolutions of the Senate of the University regarding Socrates mobility programs.
Art. 35 The students who are in Socrates mobility programs for one academic year with the approval of the Office of the Senate, shall keep the scholarship in the second semester of the academic year.
Art. 36 The scholarships, as all the pecuniary rights due to the students recorded at the University of Art and Design of Cluj Napoca, are to be paid via bank transfer to their card accounts. Exceptions shall be nominally approved by the Office of the Senate of the University.
Art. 37 The employees of the University who favour a scholarship, upon the basis of false documents, shall be disciplinary, materially, or criminally penalized, as the case might be.
Art. 38 The resolution of the Senate of the University approving the value of the scholarships and distributing the funds to the faculties, is part of the present Norms, as appendix.
Art. 39 The present Norms have been approverd in the meeting of the Senate of the University of Art and Design of Cluj Napoca on September 10, 2009
