Organization and Operation Norms
I. General Terms
Art. 1. The Career Counselling and Orientation Centre is a structure within the University of Art and Design of Cluj Napoca, founded in compliance with the Order of the Ministry of Education and research No. 3235/10.02.2005 and 3617/16.03.2005.
Art. 2. Art. 11 of the Order of the Ministry of Education and Research no. 3235/2005 regarding the organization of the bachelor university studies, stipulates that „the universities shall found career counselling and orientation centres in order to support the students to adopt adequate decision in the structure of their own formation trajectory”. The same stipulation is established in Art. 4 par. 4 of the Order of the Ministry of Education and Research No. 3617 from March 16, 2005 which confer the Career Counselling and Orientation Centres the attributions to orientate the students in choosing their study direction by optimising the use of the informative content of the Studies Guide.
Art. 3 The domains of activity of the Career Counselling and Orientation Center (CCOC) are: career counselling domain; professional training domain; psycho-pedagogical counselling domain.
II. Personal
Art. 4 the Career Counselling and Orientation Centre (CCOC) is subordinated to the Senate of the University of Art and Design.
The Career Counselling and Orientation Centre represents a distinct academic structure, formed of teaching staff (selected by specializations in the field of plastic, decorative and design arts, as well as a professor in psycho-pedagogy).
For the optimal development of the proposed activities, the Career Counselling and Orientation Centre shall maintain in permanent connection with the students’ representatives. This structure co-operates with the Trade and Industry Chamber, similar centres from other universities, the County Employment Agency, NGOs.
III. Goals and attributions of the Career Counselling and Orientation Centre
Art. 5 An individual benefits from the services provided by CCOC by free choice, and the services are free for the students of the University of Art and Design of Cluj Napoca.
Art. 6 CCOC organizes activities both in knowing and psycho-pedagogical and vocational counselling, and career orientation achieved individually or collectively, by consultation sessions in: - issues of counselling and career orientation.
- methods and techniques for the counselling activity
- person centred counselling (Carl Rogers)
- methods to obtain the information
- communication methods
- identification of the set of personal values and personal characteristics.
Art. 7 The members of CCOC represent to comply with all the norms regarding the ethical code and quality standards in counselling, as well as the competence standards involved in the counselling and professional orientation process.
Art. 8 The main goals to achieve the mission (of CCOC) are:
1. Assisting students in establishing their professional route by:
- selecting the study program for the final exam;
- developing abilities and attitudes needed in the counselling process;
- designing prevention and intervention programs in case that problems appear;
- applying cognitive, motivational, and behavioural intervention strategies, at both individual and group level in the educative process
2. Rendering the compatibility between the individual and career profile;
3. Harmonizing the employment market requests with the plans of studies;
4. Forming and developing the integration activities on the employment market with the assimilation of the methods to explore the employment opportunities
5. Providing an efficient contact between the students’ organizations and the University;
6. Organizing and developing the individual and group counselling activities on issues related to the career management;
7. Organizing an d developing the individual and group counselling activities on personal and educational issues.
8. Psychological evaluation and testing;
9. Forming specific competences to the COC curriculum
9. Organizing workshops and trainings.
Art. 9 Attributions of the Career Counselling and Orientation Centre:
1. Individual and/or group counselling of students, upon their request, after a prior appointment; provides the students’ psychological counselling, upon their or the University’s request, in case of school failure, school abandon, conflicts, etc;
2. Counselling for career orientation
- development of the ability and self-confidence of the students in making the decisions regarding their careers in the context of the economic and social transformations in the Romanian society
3. Psychological assessment and testing
- applying psychological tests to the students, in accordance with the deontological code of the psychologist – psychological tests of interests, aptitudes, personality assessment.
- use of teaching methods specific to the set of issues corresponding to counselling and orientation such as speech, heuristic conversation, description, document analysis (programs, occupational profiles), case study, role game, practice, co-operation learning, methods to develop critical thinking, brainstorming, Phillips 6-6, etc.
4. Development of the educational support behaviour, in accordance with the professional deontology:
- Counselling for personal development
- self-knowledge and personal development
- self-knowledge
- self-image
- self-esteem
- lifestyle management
- sanogenous lifestyle and pathogen lifestyle
- education for preventing and fighting against inadequate conduct
- stress management
- stress control and prevention
- stimulating the creative behaviour
5. Realizes and updates a database containing the information regarding the opportunities of employment, education/training and the legislation in force in the labour area, the development manner of a business.
Development of the abilities for:
- manners to explore employment opportunities
- Inland Labour Inspectorates
- centres of intermediation in employment activities
- job fairs
- internet, mass-media
- Developing the self-presentation methods:
- executing the resume
- motivation letter
- efficient attitude at the interview
6. Surveying the needs of the employment market and promotion in the university campus of such activities specific to knowing companies and their needs of personnel with higher education.
7. Elaboration of psycho-sociological studies regarding the terminal year students’ and graduate’s options, concerning the expected professional evolution and the instructive-educative process developed in the University.
Structuring into a database the information related to the graduates’ placement with details regarding the number of graduates employed in different activities, the concordance between the graduates’ specialization and the profile of the occupation.
8. Coordination of the evolution of the projects/programs, domestic or international educational partnerships developed locally, regarding the set of issues of the students’ professional orientation, counselling and career in partnership with education authorities, local authorities and foundations with concerns in this field;
9. Provides the formation of specific competences for the students:
a. Knowledge and understanding (knowledge and adequate use of specific notions):
- explaining concepts, relations, processes;
- correct use of specialized terminology;
- knowledge needed to achieve educational counselling.
b. Explanation and interpretation (explanation and interpretation of ideas, projects, processes):
- capacity to analyse of the counselling situations;
- capacity to adapt to the students’ needs of counselling;
- following the improvement of the didactic activity, by personalized artistic education, taking into account individual particularities.
c. Instrumental-applicative (designing, managing and evaluating specific activities; use of investigation and application methods, techniques and instruments):
- use of methods, techniques and instruments specific to the field of educational counselling;
- developing the counselling basic activities: active listening,
observation, asking questions, offering feedback, paraphrasing, summarising, reflecting
- capacity to put knowledge into practice.
d. Attitude-related (a positive and responsible attitude in terms of optimum and creative capitalization of the own potential, in participating to the own professional development):
- formation of the positive attitude and motivation in terms of evolution of the personality, increasing the chances of school and social success.
- formation of the self-evaluation capacity and use of a feedback for the purpose structuring of the self-image.
10. Offer general information to the beneficiaries regarding the opportunities of studies, educational systems in the country and abroad, employment opportunities, collected from different sources and delivered in different forms (electronic, written, oral);
11. The counselling and orientation process terminates by the agreement of the parties or when the involved parties consider that the goals of the counselling process have been accomplished.
